The IAEA is seeking comments from their member states on the following proposed new guide - Draft General Safety Guide "Licensing Process for Nuclear Installations" DS539.

Purpose

The purpose of this Safety Guide is to provide recommendations on developing a licensing process to be applied by regulatory bodies for granting licences for nuclear installations and their activities. This includes the topics and documents that should be considered in the licensing process throughout the lifetime of the nuclear installation, irrespective of the number of licensing steps or hold points imposed on the licensee. Note that the definition of a nuclear installation in the context of this draft guide is a any nuclear facility subject to authorisation that is part of the nuclear fuel cycle, except facilities for the mining or processing of uranium ores or thorium ores and disposal facilities for radioactive waste.

Comments are requested in relation to:

  • Relevance and usefulness: Are the stated objectives appropriate, and are they met by the draft text?
  • Scope and completeness: Is the scope appropriate, and is it adequately covered by the draft text?
  • Quality and clarity: Does the guidance in the draft text represent the current consensus among specialists in the field, and is this guidance expressed clearly and coherently?

Comments of an editorial nature will be considered; however, it should be noted that the draft text will be comprehensively edited by the IAEA Secretariat. Any comments should be made in English, should refer to the relevant paragraph number in the draft text being reviewed, and should propose alternative text where appropriate.  

ARPANSA will compile all comments before providing the national input to the IAEA.
